During the meeting, Gavin Wood also announced plans to establish a "Web3 University" in Armenia to promote the country's technological, educational, and economic development. This news marks a significant milestone in international cooperation for both Polkadot and the entire Web3 ecosystem.

Polkadot community members reported that Gavin Wood delivered a completely different speech at the Parity annual meeting. He made it clear that he would personally take the lead in the company's direction and product development, aiming to bring real Web3 products to the public.
Community members also said: "He's not just back, he's taking action. Polkadot is entering a new phase, and many things will be redefined."

Polkadot ecosystem activity hit a record high this week! On October 13 (UTC+8), the total number of transfers on the network exceeded 1.2 million, setting a new historical record!

Polkadot leads the "Most Decentralized Blockchain" ranking!
Data analytics platform Chainspect released its latest rankings, tracking the true decentralization and censorship resistance of major blockchain networks, revealing which ecosystems truly possess long-term resilience.
Among the top 25 based on the Nakamoto coefficient, Polkadot ranks at the top, once again confirming its leading position in network security and decentralized governance.
The higher the score, the stronger the decentralization!

The Web3 Foundation stated that although they announced they would participate in treasury proposal voting, they will only intervene when necessary!
For a long time, W3F has not participated in treasury proposal voting, hoping to let the community make decisions freely. But "decentralization does not mean no coordination." Therefore, W3F will selectively participate in voting on key treasury proposals, not to dominate the outcome, but to help governance proceed more orderly.
To maintain balance, the foundation has also increased the voting power of DV (Decentralized Voice) by 50%, from 2 million to 3 million, to ensure the community remains the leading voice.

For developers participating in the Polkadot Builder Party, if you want to build products that truly define Web3, the Product Engineering Director from Parity offers eight suggestions:
1️⃣ Users use products, not protocols.
Technology only changes the world when it becomes usable. Web3 needs its own "ChatGPT moment"—build "experiences," not "whitepapers."
2️⃣ Decentralization is not the goal, but the means.
Use Polkadot SDK to achieve what Web2 cannot: censorship resistance, unstoppable, not reliant on company promises.
3️⃣ Design for people, not crypto geeks.
Make it so even your grandma can use it. Hide blockchain jargon, deliver value first, and make the "magic" obvious.
4️⃣ Build on truth, not trust.
Privacy relies on mathematical proofs, not promises; ownership relies on keys, not terms.
5️⃣ See Polkadot as a decentralized API network.
Each parachain is an independent capability module: identity, storage, privacy, computation. Combine like AWS, but without centralized gatekeepers.
6️⃣ Solve real pain points, not hypothetical problems.
Ask yourself: Does centralization really cause harm? Can only Web3 fix it? Do users care?

Open source code, public logic, let skeptics verify for themselves.

Polkadot officially released an article sharing the governance highlights for Q3 2025:
- Hard Pressure reform passed: The community established a permanent DOT cap of 2.1 billion with 81% support, and inflation will be reduced by 53% starting March 2026.
- Sub0 Buenos Aires: Held November 14–16 (UTC+8), with a budget of 738,000 USDC, focusing on products, development, and hackathons, attracting over 3,000 participants.
- Treasury spending exceeded $4 million: 1M DOT invested in DeFi infrastructure, 500,000 DOT supporting global event bounties, with continued funding for systems and wallets.
- Multiple proposals rejected: Including Clarys.AI ($130,000 governance AI tool), Pudgy Party, PlutoFramework, etc., sparking discussions on the evaluation mechanism for non-technical proposals.
- October outlook (UTC+8): Focus on PUSD stablecoin, Ink Alliance bounty, and PCF board elections.
In short, during Q3, Polkadot DAO
- Funded about $4.8 million, focusing on infrastructure, ecosystem activities, and wallet tools;
- Rejected about $2.8 million in proposals, mostly early-stage or non-technical projects.
The flow of funds shows the community prefers to support infrastructure and core products, while taking a more cautious approach to "innovative concept proposals."

Web3 Citizenship submitted a treasury proposal for 1.1 million DOT, planning to launch the "Web3 Citizenship" user onboarding program!
The Web3 Citizenship team submitted a proposal to the Polkadot treasury, requesting 1,100,260 DOT (about $3.52 million) for the upcoming user onboarding and incentive phase of the "Web3 Citizenship" (W3C) project.
The project aims to create a decentralized, privacy-protecting individual identity system, verifying user uniqueness through "Decentralized Individuality Mechanisms (DIMs)" to fundamentally solve issues like bot accounts and Sybil attacks.
According to the proposal, treasury funds will be gradually exchanged for HOLLAR stablecoins via the Hydration network over four days and deposited into the sovereign account of the Polkadot People Chain to incentivize real users who complete verification. Funds will not be used for development or marketing, only for user registration and retention incentives.
The team stated that this will be "the fairest airdrop in Web3 history"—only for real human users who complete identity verification, "no bots, no VCs, only real people."
Gavin Wood commented: "Digital identity is one of the biggest challenges facing Web3, and Web3 Citizenship offers a brand new solution that doesn't sacrifice privacy."
