OP chain launches Delta upgrade: transaction costs reduced by 90%

According to an official announcement, at 8:00 am Beijing time today, the OP chain launched the Delta upgrade, introducing the span batches function, which reduces the fixed costs of OP chain operation by more than 90%. This is the first OP stack function built by Test in Prod as a core developer of the Optimism Collective.
