According to ChainCatcher, as reported by Bitcoin Laws, Arkansas Congressman David Schweikert has introduced a new bill proposing that the President be allowed to issue "letters of marque," authorizing individuals and companies to apprehend cryptocurrency fraudsters outside the United States.
