The United Nations has called on Brazil to take immediate steps to resolve security and infrastructure deficiencies at the COP30 climate conference in Belém, after activists breached the venue and persistent logistical problems came to light. In a letter dated November 12, Simon Stiell, executive secretary of the UN Framework Convention on Climate Change, reproached Brazilian officials for not maintaining security measures and allowing the site’s conditions to worsen, casting doubt on Brazil’s dedication to its responsibilities

The criticism was triggered by an incident on November 12, when around 150 demonstrators broke into the COP30 site, causing property damage and injuring security staff. Stiell pointed out that "all necessary security personnel and command structures were present at the scene but did not intervene," highlighting a "major failure in the agreed security system." The letter also noted other weaknesses, such as unlocked doors, too few staff, and no assurances that federal or state officials would respond to breaches, despite previous arrangements with Brazil

Beyond security lapses, Stiell described a range of infrastructure problems affecting the summit. These included extreme heat worsened by broken or missing air conditioning, leaks from heavy rainfall, and substandard facilities for participants. "There have been cases of health issues related to the heat," he noted, adding that some delegation offices "do not meet the agreed criteria" or are "unusable." These logistical issues have already drawn complaints from smaller countries, which are incurring extra expenses for accommodation and pavilion construction in Belém

President Luiz Inácio Lula da Silva’s choice to hold COP30 in Belém, a city with fewer resources than Brazil’s larger urban centers, has come under scrutiny. While Lula argues that the location is vital for showcasing the impacts of climate change, the event has been hampered by logistical setbacks. These include a shortage of affordable places to stay, forcing some delegations to scale back their presence, as well as on-site problems like water supply issues, incomplete pavilions, and a complicated payment process that relies on pre-paid cards

A UN spokesperson addressed the concerns by saying that "prompt measures have been implemented to resolve problems as they emerge," and that the summit is "progressing smoothly and remains on track." Nevertheless, Stiell’s letter reflects mounting frustration with Brazil’s management of the event, especially as the conference reaches a pivotal stage. The letter, sent to Lula’s chief of staff Rui Costa and COP30 negotiator André Corrêa do Lago, called for urgent steps to "protect the health and safety of attendees and staff" and to ensure the venue demonstrates "the level of professionalism, security, and inclusivity expected from a United Nations event of this scale"

This situation has increased political pressure on Lula, who is facing both national and international scrutiny over the summit’s organization. The government has not yet issued a public reply to the UN’s requests, but the letter’s strong language indicates that further failures could undermine Brazil’s reputation as a host.
