Yang Yuhua, partner lawyer at the British Junzhe Law Firm, wrote an article on Caixin.com analyzing how the criminal procedure, civil recovery, and transnational victim compensation plan intertwine and operate under the UK judicial procedural framework in the case of laundering 60,000 bitcoins masterminded by Qian Zhimin. It pointed out that the UK hopes to complete the civil recovery as soon as possible. The earlier the UK High Court makes a recovery ruling, the sooner the UK authorities can confiscate the seized huge assets, which also means the amount reserved for the victim compensation plan can be determined earlier, allowing Chinese victims to receive refunds sooner. According to currently available public information, substantive hearings in the UK High Court procedures will advance in early 2026, which is highly consistent with the schedule of the Chinese police completing the verification and confirmation of fundraisers by the end of 2025.
