Flow Network Resumes Block Production After Attack as Phase 1 Restoration Opens Cadence Environment with EVM Read-Only Mode

Validator consensus has been achieved and the proposed software upgrade accepted, signaling a green light for the recovery effort. The network is advancing into a dedicated recovery and testing phase as protocols are validated.
Flow‘s network has resumed block production, though normal transaction intake remains paused while remediation workflows are validated. At 6 a.m. PT, the system will advance to Phase 1 of the Flow Network Restoration Plan, enabling operation within the Cadence environment. Affected accounts will be temporarily restricted, and the EVM will run in read-only mode during the transition.
During this rollout, over 99.9% of Cadence accounts are expected to regain full functionality as the transition proceeds. The restoration aims to minimize downtime while preserving security, with read-only constraints lifted as validation confirms resilience and interoperability between Cadence and the Flow EVM environment.
