Cobb was nominated to the federal court in 2021 by former President Biden. Earlier this month, Cobb issued an 84-page ruling blocking the Trump administration's plan to quickly deport hundreds of thousands of immigrants fleeing violence or persecution in their home countries. Cobb will preside over the initial phase of the Cook lawsuit, with a hearing scheduled for 10 a.m. ET (UTC+8) on Friday. However, it is almost certain that she will not be the final decision-maker, as any ruling could be appealed to the U.S. Court of Appeals for the District of Columbia Circuit and ultimately reach the Supreme Court.

White House Press Secretary Karine Jean-Pierre said that the deal is currently being implemented by the Department of Commerce. "Intel's deal is still being finalized by the Department of Commerce," Jean-Pierre said. "Details are still being completed, and it remains in the discussion stage." A White House official added that some aspects of the deal (especially the Department of Defense's $3 billion "secure enclave" project) have not yet been fully implemented. Intel's CFO revealed at an investor conference on Thursday that the company received $5.7 billion in cash on Wednesday evening as part of the agreement.
