The rationale emphasizes that the Aid Fund automatically converted L1 transaction fees into HYPE, with the system address lacking a private key, leaving the holdings effectively unrecoverable absent a potential hard fork.
A yes vote would codify the burn as a non-on-chain action, creating a binding social consensus that future protocol upgrades will not access the system address. This governance outcome aims to reinforce tokenomics discipline, reduce supply overhang, and enhance credibility for HYPE holders and stakeholders.
